The Global Expansion of PX4: From Australia to the World

PX4, a pioneer in tenement and land management software, began its journey in Australia more than 40 years ago. Whilst in its current form, PX4 is only 7 years old, the concept and idea behind PX4 have been growing over the last four decades. Billy Haylock, our Managing Director, has been involved in approval management since the mid-80s. In Bill’s role as an Environmental Manager within the Queensland Mines Department, it quickly became evident that many mining companies were unclear as to the process by which to apply for a mining lease.

Bill started a tenement management consultancy in Brisbane in 1987, which coincided with a gold rush in Queensland. Before long, Bill and his growing team were managing a large portfolio of tenements on behalf of mining and exploration companies in Queensland. As this was the time before a lot of software (or even Microsoft!), Bill created his first piece of tenement management software, written on Paradox 2.0. The concept of this solution was to be an in-house tool that assisted Bill and his team in ensuring that the requirements for a mining lease were followed from pre-application through the entire life cycle.

This in-house tool provided a powerful advantage to Bill and his team, and by the mid-2000s, the team had grown to more than 50 staff, and it was decided that a new system was required. Donna Gaffney (PX4’s Product Director) was brought in to rewrite the system on Microsoft Access. This was again an in-house tool that assisted Bill and his team in managing tenements on behalf of all of their clients.

This consultancy was eventually sold, and it was not until several years later that Bill decided to start a new consultancy. This consultancy again required software to manage tenure across multiple Australian jurisdictions.

Following a global review of tenement management software packages, it was decided that none of the available systems actually followed the statutory process for applying for and maintaining compliance in multiple jurisdictions. This was the catalyst for creating PX4, a truly multi-jurisdictional tenement management platform. PX4 started in Queensland, developing a solution with the Queensland legislation embedded within simple to follow workflows that make compliance simple.

Since then, PX4 has expanded its reach to become a global tenement and claim software leader, providing innovative solutions tailored to the specific regulatory requirements of more than 30 mining jurisdictions. This commitment to jurisdictional compliance ensures that our clients are able to mitigate the risk of missing statutory actions in the jurisdictions in which they are operating, and allows mining and exploration companies to navigate the complexities of land management around the world. Expanding Across Australia: The Journey Begins

Our story began in Queensland, Australia, where we refined our software with jurisdiction-specific workflows. We wanted to focus on Australia in the first instance, so we expanded to Western Australia and all other Australian states and territories. We also initially focussed on mineral and coal tenure types, and then expanded into petroleum and gas in many jurisdictions.

First International Venture: Namibia

Our first international venture was in Namibia, motivated by a consultancy operating across Namibia and several Australian jurisdictions. This successful deployment became the springboard for our global expansion. Today, PX4 operates in diverse regions like New Zealand, the USA (including Alaska, Nevada, Minnesota, and Arizona), Canada (Ontario and Quebec), and across Africa (established in Mali, Guinea, Senegal, Tanzania, and Zambia).
